Ann Halstead Scholarship
This scholarship is named in honor of Ann Halstead, a remarkable woman who, as executive secretary/treasurer of TCWSE, dedicated 30-plus years of her career to empowering and supporting women in public education. The TCWSE Scholarship Committee encourages all individuals who meet the eligibility criteria below to apply. If you are not eligible but know someone who is, please encourage her to apply.
About the Award
The scholarship is awarded in an amount up to $1,000, which is to be used for professional development, including: research, travel, conference fees, and related experiences for professional development activities. The award is made on a reimbursement basis and funds must be expended within 12 months following announcement of the award.
Eligibility
Applications are open to any inspiring women working in education, with preference given to those who are TCWSE members.
Responsibilities of Scholarship Recipient
The recipient of the Ann Halstead Scholarship will be encouraged to share her learning and expertise by making a presentation at the TCWSE Annual Conference.

The 2025 Ann Halstead Scholarship will be presented during the Awards Luncheon at the January 2025 TCWSE Conference in Austin.
Applications are due by December 9, 2024.
ANN HALSTEAD
Ann Halstead retired from the Texas Association of School Administrators in 2023 after nearly 37 years of service to TASA and 30-plus years of service to TCWSE.
In 1986, then-TASA Executive Director Johnny Veselka hired Ann, who was working for the Texas Education Agency, to join the TASA staff as editor/education writer. Over the next three-and-a-half decades, she assumed greater and greater positions of responsibility within TASA and played a major role in shaping association programs, services, and internal operations, retiring as TASA’s associate executive director of internal operations.
“When TASA partnered with TCWSE, Ann readily accepted a leadership role in supporting the group, working with TCWSE leaders to bring their dreams to reality,” says Veselka. “She guided the organization through significant growth as its executive director, while also serving her diverse leadership roles within TASA.”
TCWSE Founder Margret Sheffield credits Ann’s leadership with shaping TCWSE to become a valuable organization for women educators.
“In the 1980s, Ann took the dreams of a small group of women educators and brought them to what they are today — a reality that benefits hundreds of women leaders who strive for the highest quality of education for Texas schoolchildren,” says Sheffield.
